Who owns the web?

The other day I was meeting with some folks and someone ask me how to get something on the main page of the of the SU Web Site.  Seemed a reasonable question and I was a bit surprised that I didn’t know the answer.  It seemed like something that should be common knowledge, particularly for someone who works in IT, but I really had no idea and other that asking coworkers I had no clue about how to find out.  It says something about the Web but I’m not sure what.  If it was the DO or the Record I could go to the phone book, but I’m pretty sure that if I look there for Web Site I’m not going to have much luck. I could call ITS but there’s a 50/50 chance somebody would put the call through to my office and I’d wind up talking to myself, which I’m already doing.  More thought required.
